Budget: Pres Buhari writes NASS to borrow $29.96bn external loan

President Buhari today forwarded a letter to the National Assembly requesting legislative approval for external borrowing plan of $29.960 billion to execute key infrastructural projects across the country between 2016 and 2018. The president also requested for virement of N180.8 billion in the 2016 budget for provision of needed votes for some critical sectors across the 36 states of the federation and the FCT. President Buhari made the requests in two separate letters addressed to Senate President Bukola Saraki and Speaker of the House of Representatives, Yakubu Dogara. The president, in the external borrowing plan, explained that targeted projects cuts across all sectors with special emphasis on infrastructure, agriculture, health, education, water supply, growth and employment generation. Nigeria’s former president, Olusegun Obasanjo has said that Nigeria had no excuse for the poor state of its agriculture sector. Obasanjo stated this at an agriculture seminar in Abuja organised by Lift Above Poverty Organisation (LAPO), a Non-Governmental Organisation (NGO) on Tuesday, October 18. According to him, researches had revealed that about 65 per cent of the country’s population were faced with “food insecurity’’. He called on Nigerians to make agriculture more attractive, saying that the country had a comparative advantage in the sector and should, therefore, not suffer food shortage, Vanguard reports. Obasanjo expressed concern that investment in the sector could not address the food insecurity in the country. The chief of army staff Tukur Buratai on Tuesday, October 18, said all Boko Haram terrorists have been eliminated from Nigerian territory. The army chief speaking in Lagos at the Albati Barracks while commissioning some structures said most of the terrorists’ attacks are carried out by insurgents from the Lake Chad Basin. Buratai said these attacks are mostly carried out outside the borders of Nigeria. “You cannot call it resurgence. We are taking care of all these. Wherever there is attack, we look at it to see what happened so that we can address specific issues,” Buratai said. “This is a conflict and we have done very well and gone very far. We have pushed them outside our territory. Those who attack mostly come from outside to attack our people. “So, we are working with the multinational Joint Task Force to address that. Ekiti state governor Ayo Fayose has forced Access Bank in the state to shut down its operation, SaharaReporters says. Fayose’s decision came after Access Bank’s officials detained the wife and eight-month-old son of the former minister of aviation Femi Fani-Kayode inside the bank on Monday, October 17. The detention of Precious Fani-Kayode and her son, Aragon, the bank official said, was on instructions from the Economic and Financial Crimes Commission (EFCC). The bank officials had claimed that the account which Precious tried to draw money from was flagged by the commission. It was also through the intervention of the state governor that Precious and her son were released from the bank. It was gathered that Fayose also swore that the bank would not operate in Ado-Ekiti again till the end of his tenure.
